I believe this is French and dates to the 1870s-80s; the closest example I could find, down to the manner of the numbering, is a whole sample book of eyelet lace in the collection of the Met, though those samples were more neatly trimmed than these! The dealer I purchased this page from described them as swatches of petticoat lace, and indeed that would be a common use for embroidered cotton eyelet lace like this. This of course is much better in hand as both paper and textiles tend to be--and there are some moire patterns that seem to be showing up in my photos, too!  My favorite detail is one single eyelet (bottom right, first photo) bordered in blue--the lone bit of color amid all the white, and its presence feeling to me like a tiny gesture of defiance! For me this activates the entirety in a whole different way, and reminds us of the hand present in every stitch!

17 1/8" x 11 3/4". Rough long edge to the page as evident, from where it was I presume torn rather than trimmed from a full sample book. General wear and toning otherwise, but paper not brittle and lays flat, and samples themselves in good condition, glued down to the page as original to it. All with a nice sense of age and history.
